Netrunner is developed by Blue Systems, a company that has also funded significant work on KDE itself and on Kubuntu, and it channels that KDE expertise into a Debian-based distribution tuned specifically around Plasma. It ships proprietary multimedia codecs and common plugins out of the box (something Debian itself avoids for licensing reasons), aiming for a more immediately usable desktop for everyday media consumption. Historically the project also offered an Ubuntu-based rolling edition ('Netrunner Rolling'), though its Debian-based 'Desktop' edition is the actively maintained flagship today.
