Cutter lets reverse engineers inspect compiled programs, navigate their structure, and analyze how they work through a graphical interface built around Rizin. Its integrated terminal exposes thousands of Rizin capabilities alongside the GUI, while a large collection of widgets supports different stages of an investigation. It is designed for reverse engineering tasks such as automation, cryptographic algorithm analysis, and malware analysis.

The native Ghidra decompiler is integrated into Cutter releases without requiring Java, producing readable higher-level views of analyzed code. A full graph view and a compact mini-graph help users follow control flow and move quickly through complex functions. For dynamic analysis, Cutter includes both native and remote debugging, while its Hex View can inspect and modify files at the byte level.

Users can add, remove, or change bytes and instructions, write Python scripts for repeatable work, and extend the program with native or Python plugins. Light, Native, Dark, and Midnight themes are included, and a theme editor provides deeper interface customization; the application itself is built with Qt and C++.

Cutter 2.5.0 is offered for macOS on Apple Silicon (arm64) as a Developer Tools program, and it is also designed as a cross-platform application for major operating systems. It is freeware and open source under the GPLv3 license, making it suited to reverse engineers, security researchers, and developers examining binaries or automating analysis workflows.
